Léonie Ngane is an energy economist and strategic advisor whose expertise covers electricity economics, economic regulation, tariff strategy, demand planning, decision intelligence, and energy systems governance.
For over twenty years, she has supported the transformation of the energy sector by developing approaches that link economic analysis, data, governance, and strategy to improve the quality of decisions, organizational performance, and the sustainability of investments.
Her career is characterized by an ability to create strategic functions, structure organizations, and make data a true governance tool.
In particular, she has contributed to establishing electricity demand forecasting as a recognized strategic function in Cameroon, demonstrating that anticipation is one of the main levers for energy security, infrastructure planning, and investment optimization.
In 2020, she designed and implemented the regulatory reporting function, which by 2026 had become a strategic division committed to the automation and modernization of regulatory oversight. This evolution illustrates her ability to anticipate changes in the sector and to guide organizations toward continuous improvement.
Convinced that data is only valuable when it informs decisions, she has contributed to strengthening the skills of over 200 professionals in economic analysis, pricing strategy, data exploitation, and performance management.
But her thinking goes beyond technical issues.
For Léonie Ngane, the energy transition is first and foremost a governance project.
She believes that the success of an investment depends not only on the capital raised or the infrastructure built. It also relies on the stability of regulatory frameworks, the quality of institutions, the trust they inspire, the availability of reliable information, and the capacity of individuals to lead sustainable change.
This same vision fuels her commitment as International Coordinator of ENELLES International, where she develops strategic partnerships and leads initiatives promoting leadership, community health, civic education, and sustainable development.
Through this responsibility, she defends a strong conviction: human capital constitutes the primary infrastructure of any sustainable transformation.
A TEDx Yaoundé 2026 speaker, she regularly addresses the interactions between governance, economics, regulation, investment, innovation, and leadership, with an approach that places people at the heart of energy system performance.

HER VISION
: “Africa’s energy future will not be determined solely by power plants, grids, or financing. It will be built at the intersection of exemplary governance, trustworthy regulation, data-driven economic intelligence, and human capital capable of transforming investments into sustainable prosperity. It is this convergence that will make energy a true engine of sovereignty, competitiveness, and development for the continent.”
A positioning suggestion: Rather
than presenting Léonie Ngane solely as a speaker, you could introduce her as:
“A voice that informs strategic decisions in service of Africa’s energy transformation.”
